WOW. Euthanasia of health benefits. Are we really going to lie down and accept that?

    Dear Dr. Mohan:

    I urge you to REAPPOINT FRANK BELLIOTTI as Amherst Comptroller.

    When Maureen Cilano left suddenly you appointed Frank Belliotti to the position of Comptroller. This was a wise choice because Frank is well experienced in municipal finance since he previously was Deputy Comptroller for the City of Buffalo. He has already proven his worth to Amherst.

    Frank has made advising the Supervisor on budget matters an integral part of his responsibility. He attended all budget meetings and worked with the department heads to establish a fair allotment of funds for their needs. All your budgets have been accurate and on time.

    The October Budget showed a small tax increase. You found this politically un-acceptable. To obtain a low tax rate you reduced the surplus to the legal minimum of 10%. This does not allow a cushion for unexpected items.

    The unsettled contracts for police, engineering and central alarm represent a 2008 risk. With a smaller work force, additional overtime pay for some departments may become necessary for emergencies. Fuel is expected to increase. There are some unsettled lawsuits. Medical insurance has been raising everywhere.

    Taxes provide 66% of Town revenue. Assessments and tax base may become stagnant. With a slim budget our assessor may not be able to perform enough re-assessments either internally or thru contractors.

    With the pared down budget, the year 2008 will be very challenging. There are many new necessary projects. Frank stated that he “stands ready to work for the best interest of Amherst.”
