The best way to control unwanted suburban sprawl which leaves other properties either in town or elsewhere in the county vacant would be to pass an ordinance that says the town will no longer receive into its roadway inventory anymore streets from new developments.

That means the roads remain in the hands of the developer or development residents. They must be responsible for their maintenance, plowing and lighting of the neighborhood or industrial park roads and streets. Let’s see the developers try to sell that one to potential buyers.
